Noise Insulation Schemes

The Noise Insulation Schemes is intended to minimise the nuisance caused by the noise produced by aircraft.

Aena is implementing Sound Insulation Plans (SIP) in the areas surrounding all airports in its network, which as a result of the environmental impact assessments of its expansion projects, have been included by the Ministry for Ecological Transition as part of the resolution that concludes said assessment, and in which said action is determined to be necessary.

These plans are also carried out to comply with law 5/2010, of 17 March, regarding the execution of soundproofing actions included in the Action Plans associated with Acoustical Easements in the Aena network of airports.

The execution of Sound Insulation Plans is intended to minimise nuisance around airports due to the noise of aircraft during take off, landing, taxiing, engine testing, etc.

These Sound Insulation Plans are being executed in housing and sensitive use buildings (education, healthcare and cultural uses requiring special protection from noise pollution) which are included in the isophone area of the corresponding airport, and which have a building permit dated before the publication in the Official Gazette of Spain of the applicable resolution. The aim of these plans is to ensure that these buildings meet the acoustic quality standards applicable to habitable interior space set forth in table B of annex II of Royal Decree 1367/2007, of 19 October, implementing Law 37/2003 on Noise, of 17 November, referring to acoustic zoning, quality standards and noise pollution.

Briefly, the execution of the Sound Insulation Plans means carrying out the following actions:

  1. Inclusion of residential units in the Plans.
  2. Measuring the existing sound insulation in these residential units in order to determine possible requirements for supplementary insulation
  3. Drawing up and approval of the corresponding sound insulation project.
  4. Execution and verification of the action.
  5. Payment for the action.

It should be remarked that these actions are part of a procedure with the active participation both of the interested parties and of the administrations nearest to the area.

Aena is currently in the process of completing sound insulation projects in the areas surrounding the following airports: A Coruña, Alicante-Elche, Josep Tarradellas Barcelona-El Prat, Bilbao, Gran Canaria, Ibiza, La Palma, Adolfo Suárez Madrid-Barajas, Málaga-Costa del Sol, Menorca, Palma de Mallorca, Santiago de Compostela, Tenerife Norte, Valencia and Vigo.

In order to implement the Sound Insulation Plans, Aena has allocated near 333 million euros during the period from 2000 to 2019.

Aena informs the corresponding Environmental Monitoring Commissions responsible for monitoring and managing Sound Insulation Plans of all of its actions. It also reports to the Mixed Commissions created to establish acoustical easements and their related action plans.
