Top executives for the purposes of RD 451/2012

The contracts of the manager members of the Executive Management Committee of Aena, S.M.E., S.A. and those of the Internal Audits Director and the Aena Internacional Director are subject to Royal Decree 451/2012, of 5 March, regulating the emoluments of the top senior executives in the public business sector and in other entities.

Maurici Lucena Betriu


Mr. Lucena has a degree in Economic and Business Science (major in Economics) from the Pompeu Fabra University (UPF), Barcelona, and a Master’s Degree in Economics and Finance from the Banco de España Centre for Monetary and Financial Studies (CEMFI), Madrid.

Before joining Aena he held various executive positions in both the public and private sectors.

He started his professional career as an economic analysis consultant at Solchaga, Recio & Asociados, where he worked from September 1999 to May 2004.

In the public sector, Mr. Lucena was Director General of the Centre for the Development of Industrial Technology (CDTI) from July 2004 to May 2010, and CEO of Ingeniería de Sistemas para la Defensa de España (ISDEFE) from May 2010 to February 2012.

He was Chairman of the European Space Agency (ESA) Council from July 2008 to June 2010.

In the private sector, he has held various roles at Banco Sabadell, from June 2016 to July 2018, including Director of Equity and Prudential Management and Director of Prudential Regulation and Public Policy.

He was also a Member of Parliament of Catalonia and the spokesperson for the Socialist Parliamentary Group from December 2012 to October 2015.

Mr. Lucena was in 2002 an associate professor in the Economics Department at Carlos III University in Madrid. He is the author of En busca de la pócima mágica. Las políticas industriales y de innovación que funcionan…y las que no, a book on industrial policy, published in 2013.

He was appointed Chairman of the Board of Directors and CEO of Aena on 16th July 2018.

Javier Marín San Andrés


He holds an MSc in Aeronautical Engineering from the Universidad Politécnica of Madrid, and he completed the program of Economic and Financial Management at the Madrid Chamber of Commerce and the Senior Management program (PADE) at IESE.

Currently, he is Managing Director – Airports at Aena Spain, Managing Director at Aena Internacional, the subsidiary that manages the company's activity at airports outside Spain, and President of the Board of Directors of Aeroportos do Nordeste do Brasil S.A (ANB) . Organizational units reporting directly to him include the Spanish airports network and those airports abroad. He also leads the Aena’s units of Airport Master Planning, Environment, CAPEX Programs, Information Technology, Operations, Security and Safety.

He is member of the Executive Committee of the European Board of ACI (Airport Council International) and member of the Madrid Territorial Council of IESE, Alumni Association.

He has held a number of management positions since joining Aena in 1991: Managing Director - Aena (2014-2017), Managing Director- Aena Aeropuertos S.A (2011-2014) and Director of Spanish Airports (2004-2011). He was also previously Managing Director - Air Navigation Services and Director of Corporate Development.

He has been a member of the Boards of Directors of different aeronautical infrastructure companies: Centros Logísticos Aeroportuarios SA. (CLASA), Ingeniería y Economía del Transporte SA (INECO), London Luton Airport Operations Limited (LLAOL), of the mexican companies, Aeropuertos Mexicanos del Pacífico SA de CV(AMP), Grupo Aeroportuario del Pacífico SA de CV(GAP), of the colombian companies, Aeropuertos del Caribe SA(ACSA), Sociedad Aeroportuaria de la Costa SA (SACSA) and Aerocali, SA. He has also been a member of the ACI World Governing Board.

Prior to joining Aena, he worked for the Universidad Politécnica of Madrid, the Spanish Civil Aviation Authorities, the Paris-based Eurocontrol Experimental Centre and Indra.

María José Cuenda Chamorro


She holds a degree in Economic and Business Science from the Extremadura University, a Master’s Degree in Business Administration from the Instituto de Empresa and attended the Senior Management Programme (PADE) at IESE.

She joined Aena in 1996 in the commercial and marketing department of Palma de Mallorca airport. Since then she has held the positions of head of the Commercial Division of Tenerife South airport, Director of Almeria airport, head of the Commercial Network and Commercial Services Management Division, Director of Commercial Development and Director of Commercial Services.

She has been the Commercial and Real Estate Managing Director (previously, Deregulated Business) at Aena SME, S.A. since March 2019.

Juan Carlos Alfonso Rubio


He studied Law at the Autonomous University of Madrid, where he specialised in Regulatory Law. He is State attorney. Additionally, he completed the IESE Hot Top Programme and the ICEX-CECO International Management Programme.

Prior to joining Aena, he held a number of different positions in both the public and private sectors: as a State attorney he had many different responsibilities. He was Secretary of the Board of Directors and Legal Director at Spanish Post Office, Partner in charge of Telecommunications and Public Law area at KPMG Abogados, Legal Director at Sogecable (Spanish main pay Tv), Coordination Director at the Spanish Lotteries, Deputy General Director of Gambling Regulation at the Ministry of Economy and Finance, General Secretary and Board Secretary at ICEX España Exportación e Inversiones, and most recently, General Secretary and Deputy Secretary of the Board of Directors at CESCE.

He has been General Secretary of Aena SME SA since 9th January 2018, and took on Secretary of the Board of Directors on 15th January 2018.

José Leo Vizcaíno


With a degree in Economics from the Autonomous University of Madrid.

He has been the CFO of Aena SME, S.A. since July 2015.

From September 2006 to June 2015 he was CFO of BAA Group, currently Heathrow Airport Holdings, and a member of its Board of Directors. From 2003 to 2006 he was CFO of AMEY plc, a British transportation infrastructure maintenance and facility management company.

Previously, he was General Manager of Ferrovial Telecomunicaciones (1991-2003); CFO and Director of Business Development at AGROMAN (1995-1999); a Consultant, Auditor and Construction and Infrastructure Manager at Arthur Andersen (1983-1995); and an Analyst at the Institute of Economics (1982-1983).

He has been a Main Committee member of the 100 Group of Finance Directors, which includes the CFOs and Finance Directors of companies in the FTSE100 and other major corporations in the United Kingdom.

Begoña Gosálvez Mayordomo


She has a degree in Law from the Universidad Complutense of Madrid and in 2005 she completed IESE's Management Development Programme (PDD).

She has extensive experience spanning over twenty years in the field of Human Resources, having performed a variety of roles in this area.

She was Assistant Director of Organisation and Human Resources from 2004 to 2005, and the Director of Organisation and Human Resources of Aena SME, S.A. from September 2005.

Antonio Jesús García Rojas


He has a degree in Economics from the University of Malaga.

He began his professional career in 2001 in the financial department of Alcatel-Atlinks and later worked as a management controller in TDK Electronics.

In 2004 he joined KPMG, where he held different responsibilities as Audit Manager in Spain and the United States, managing individual and consolidated financial statement review projects under international financial reporting standards (IFRS) and other accounting standards.

In 2014 he joined KPMG’s Advisory practice, where he was director of Internal Audit, Internal Control, Risks and Compliance.

In this last stage, he led projects related to the development of the Internal Audit function, internal control frameworks based on COSO and other aspects of corporate governance. In particular, he acquired extensive experience in the design, implementation and supervision of internal controls over financial reporting systems (ICOFR and SOX), compliance models and risk management systems for relevant listed entities.

He has been the internal audit director at Aena SME, S.A. since September 2019.

María Gómez Rodríguez


She has a degree in Press from the Universidad Carlos III de Madrid, Expert in Economic Information by the Universidad Zaragoza and the Asociación de Periodistas de Información Económica (economic press association), and she holds a Technician degree in Financial Markets from the Instituto de Estudios Bursátiles.

From January to September 2018, she was Digital Communication Manager at Banco Sabadell.

From March 2015 to December 2017, she was responsible for the Social Media & Financial Contents at Banco Sabadell.

From April 2007 to April 2015, she worked as Web and TV editor at

Se has been Aena Communications Manager since October 2018.

Amparo Brea Álvarez


She is an aeronautical engineer from the Universidad Politécnica de Madrid, has completed the Senior Management Programme (IESE) and has obtained the MPM Project Management Diploma (CEU).

Since joining Aena in 1996, she has held different positions, including: director of infrastructures, director of infrastructure planning, director of infrastructure and investment planning and director of planning and environment. In this last period, from March 2012 to October 2019, she has stood out for her leadership in the preparation of proposals for the expansion of the different airports, through her Master Plans, as well as in the preparation and control of Aena’s investment plan. She has also promoted the company’s sustainability and climate change policy.

She has been director of innovation and cross-cutting strategic projects at Aena since October 2019.

María Ángeles Rubio Alfayate


She is an aeronautical engineer from the Universidad Politécnica de Madrid and has completed a Program for Management Development (PMD)by IESE.

Throughout her professional career, she has held different management positions in the airport sector and has been mainly linked to the services and operations areas. From 2001 to 2006 she was the Director of Quality, Environment and Safety at Flightcare S.L (FCC group), company that provided ground handling and air cargo services at different airports in Spain and Belgium. Subsequently, he assumed the Operations Management in this company, in the Spanish business unit, being responsible for the Ground Equipment Control and Maintenance area and for the Planning, Scheduling and Control of Operations in Spain. In 2012 she was appointed Deputy to the Director of Operations of Swissport Spain, and the following year she joined CLECE S.A. (ACS group) as Director of Handling, being the Delegate for the management of aircraft ground assistance activities. In 2015 he joined IBERIA L.A.E. where within the airport management he has had different responsibilities in the area of ​​airport services and developments, occupational risk prevention, quality and environment and innovation. From 2018 to 2020, she has been the Director of Airport Services and Developments at the same airline, also including the responsibility of managing the Department of Operational Safety and Airport Training.

She has been the Director of Aena Internacional since April 2020.
